If they have been a part of the State, Parish, or Local government for almost their entire lives they are stupid, I'm sorry to say it like that but its true. Trust me, stupid. They only act based upon the little information they have in their little parish or city. Most havent traveled or lived in other places so they have no life experience to make educated decisions. They do not utilize the wonderful world of technology to innovate and make the processes and procedures better.
All of these reasons, plus many other stupid political decisions such as ITEP has created a lackluster state with even more lackluster leadership.
