Hypothetically speaking shouldn’t a viral outbreak that kills 1-4 people be short-lived and isolated because of the fatality rate?

I don’t fully understand this stuff, but wouldn’t it depend on incubation periods? How fast the virus acts? For example, the fast acting speed of Ebola allows it to be contained?
