$10 per day, includes a hook and cork, $40 to have it cleaned after they dunk it while determining depth, replacement rod tips when they break them reeling a fish to tip, new line when they cast over one another and i cut 25 yds of new braid off. 
No charge for cutting the zip ties & plastic wrap off of the new combos.
When you book your trip with the office they tell everyone what is and isn't included and fees.
Slinging popping corks with a baitcaster is way more difficult than most can handle but Pride.

I've not taken a charter in several years, but never paid for anything but charter fee, gas, and tip.

I'll be honest, this would make me second guess your business. I'm not hating, just giving feedback.
My expectation for an inshore gulf coast spec and redfish guide from Tampa to Texas to have 8-10 spinning rods around $150 -200 each. Something like a penn battle 3 or shimano or diawa comparable.
The issue with charging for tackle is exactly what you got. Someone's going to bring garbage and then your ability to put them on fish is limited. That's just as much your policy's issue as their choice.

If you're dealing with beginner level clients who probably buy their fishing gear from Walmart, I can see why they'd want to bring their own shite. In their view, your $10 daily rental fee is 20-25% of the cost of them just buying an Ugly Stik combo that they get to keep and reuse.
For inshore charters, I'll bring 1 or 2 of my own rods because I prefer baitcasters. And my setups are probably on par with the quality of the guide's personal gear.

If I can sling an A-Rig with a baitcaster, a popping cork is nothing. I like to bring a couple of my setups with me on a charter just because I am familiar with them and it's quality equipment too.
How would you feel if I brought my own Livescope too?
