This one’s tough, but I still don’t think incarceration is the answer. Usually these people are somewhat intelligent so making them work and garnishing the majority of their income makes sense.

What doesn’t is putting them in prison - all that does is cost everyone including the victims MORE in terms of tax dollars. Then they get out pissed off and become more of a violence risk.

Let them keep enough income to maintain their own living expenses while any extra goes to restitution.
