NVR with Poe ports and Poe cameras if you can run cable to them. You're still looking at a decent (haven't checked in a while but I'd say approaching if not exceeding 1k depending on quality) entry cost and monthly cost of Internet if you don't already have it.

i'm not sure the costs you are discussing but the reolink poe system just has an NVR that stores a good bit of video history and i can pull it up on my phone or locally without any other charges.

i assume you're discussing some type of hybrid nvr/cloud solution that still pushes video to a hosted location?

i think there may be something like that for reolink but i have no interest; its doing exactly what its supposed to do.
