re: NOLA industry folks: How much do you think they spent on the buildout of Pigeon and Whale?

Looking at old pics of Bar Frances, it may not have been that extensive. Biggest costs to my eye would be custom exterior facade, custom bar shelving and lights, new flooring. Not sure if they had to revamp the kitchen too (I’d guess they did); that could add substantial costs.
