In a true breakdown of society, public employees are no longer being paid, so why would the sheriff even be working and doing his job at this point?
You might hope that a sense of duty would prevail, but I'm not so sure.

Because they were elected to do it and the one's I know of that are talking about this behind the scenes are assuming they're still running a department. The money argument is worthless because the money will be worthless. At that point it's about survival and tribalism dictates what generally happens then. We tend to band together to fight whoever the "Them" is. And the Sheriff has the power to make that somewhat legal.
Closing four bridges or just setting up roadblocks on them would be simple to accomplish with just a handful of people. I'd go sit down there for a shift if they need it. Beats digging graves.
