Where did he say anyone is being "forced" to buy an EV? He didn't and your attempt at framing the argument that way is just a strawman.
What he said was non-ICE policies are being forced down our throats. The whole idea behind those policies is to eventually hamper the ICE industry to the point where eventually all consumers have left to choose from are EVs. These policies range from things like banning large swaths of federal lands and waters from exploration/drilling (causing oil and gasoline prices to rise) to mandating ever-increasing CAFE standards to the point of eventually being unattainable for ICE vehicles.
