But you’ve left out the other equally as relevant and important part of the equation insomuch as the President has certain obligations to ensure that those funds to foreign governments are being used legitimately and that the foreign governments are on the up and up, therefore the President is empowered with a certain amount of authority to enforce those obligations (within certain parameters).
