It implies exactly what a forgivable loan is, an award that will never be collected back.

Is this the one from the Champlain Housing Trust? If so, it’s funded by a grant from McKenzie Scott. The way that program use to work is the Trust has an ROFR on the homes at resale time. LINK

Louisiana Housing Corp has about 7 programs that gives forgivable down payment assistance. good thing is you can be any race and qualify
