I’d say significantly lower unless DPS had gotten MUCH better about processing plates returned to them.

you're underestimating the amount of uninsured drivers at time unable to pay their bills.

They have because you don’t even need to turn your plates in anymore. You can cancel them online.
It’s one of the good things that came out of the fiasco last time they tried to collect from people in 2017-2018.
