Paul Ryan is a total fraud. For 7 yrs he told everyone to give him and McConnell their money and their votes, and they would get rid of ObamaCare. When they both got control of Congress and Trump in the WH, they had absolutely no plan for ObamaCare and couldn't deliver - because it was just a ruse for money and votes.
