The grant does not outlaw contracts to white male businesses.
There is a lot of hype connected with the contracts that is centered around women and minority businesses. There is a lot of big talk (see link below) but there is no ban and there are some "white male businesses" with contracts.
The speech maker quoted is an idiot. I also think the contracts to minority and women contractors are often discriminatorily granted. But, there was no ban.

Ok, so then you track all grants and see if they are disproportionately given to women and minority businesses. You'd still have some standing here to argue discrimination.
