re: 6' or 8' privacy fence for backyard?

I recently replaced a damaged section of a 6' fence and now wish I'd gone with 8'. Most screening foliage has been removed. The back neighbor leaves 3 soffit mounted flood lights on all night shining directly through my windows. An 8' fence would block some of that light.

I'm thinking about topping my 6' fence with a 2' wire trellis and letting Virginia creeper take over. My hope is that wire + vines stand up better to hurricanes.

Also, fence contractor cautioned that the quality of fencing lumber has declined.
