Maybe so, however I see it quite frequently. I also see several engineers that move in from out of state and don't leave b/c they love it here.

I only know 1 person who left and went back. Took me longer to leave than it should have, leaving shows you how much easier life is other places without all the bullshite and corruption. To your other comment about property taxes in Texas, sure they’re high but I get a ton of benefits from them, where in Louisiana I literally got nothing for the amount I paid.
