Sounds like the university isn't delivering on their end. Student paid for the course and the grade

Seems like a lawsuit and possibly a class action suit could be brought.

“In response, UNC Provost Chris Clemens and Graduate School Dean Beth Mayer-Davis sent a formal written statement to all university deans and department chairs and said the provost’s office “will support sanctions” against any instructor or professor who “is found to have improperly withheld grades.”
They also said the threat to hold student grades hostage violates “our contract with the people of North Carolina” and noted that submitting grades is “part of the required duties of all faculty and graduate TAs[.]”
