It has a dog-whistle quality that you can read into what you want to. It can either be sort of a offhand way of referring to the Washington consensus / neoliberalism or you can go ur-CT/Zog-style CT with it, making it an effective political buzzword if you're talking to multiple audiences.

"Globalism" is an actual concrete concept, identity and agenda. It's not a "dog whistle" for anything but the truth in 2024.
