Clarified why the cop did what he did, and the ATV guy did have room to stop, and also cop had his lights on.

I don't think anybody is arguing the ATV is in the right in terms of legality. He isn't supposed to be on the road. This is more of a who's in the wrong with how it was handled kind of thing.
