Who’s in the wrong? Police cruiser vs. ATV

This dash cam video shows a police officer deliberately angle his cruiser to block an ATV rider going fast down a road in New Haven, CT. The collision forced the ATV rider to slam into the cruiser. He is suffering serious injuries.
Before the incident, several bicyclists and pedestrians can be seen moving slowly in that lane.
Excessive use of force? Or did that cop save lives?

Both wrong but I think about those kids that the cop passed up. They could’ve been seriously injured or killed by this idiot

Anyone blaming the ATV rider is a cop-loving arse-kisser. Deliberately wrecking the ATV rider should be met with criminal charges and a massive lawsuit.

Doubt the ATV rider will ever do that again.
Operating an ATV is illegal on public roads; just like if you drive impaired, you subsequently forfeit most rights when you make that original decision.

ATV rider in the wrong.
1) Driving illegally on the road in the first place
2) Excessive speed
3) No helmet
4) Driving in such a manner as to not maintain control of his vehicle
Policeman made correct move to block the lane as
1) Had the ATV rider refused to stop and had continued, there was no place to turn around to pursue
2) ATV rider, at that speed, was an impending danger to others he was approaching on the road
3) Had the officer been able to turn around and pursue, it would have created a greater danger to the other users of the road
Police officer made the right move. The ATV rider had determined his own fate when he made the decision to ride on the road on a vehicle that did not have the proper lights, signals, or design for paved public roads. His excessive speed and inability to control his vehicle are further evidence of his disregard for the law and for the safety of himself and other individuals.

I don’t completely agree with the Cops tactic. But he had to do something. At that speed, that ATV idiot would have ran over a few bicyclists before he even knew what was going on.

The ATV guys shouldn't be riding on the road. The cop should have not pulled out in front of him, what did he think was going to happen? Possibly killing someone isn't worth the crime of illegally driving an ATV on the road.

A classic example of two wrongs don't make a right. And a cop is the second "wrong" of the "two wrongs" in the "two wrongs don't make a right" in the equation. Bad look for the cop. The cop's not one of the good ones, and that was a bad move.
What right does a cop have to cause someone to be mamed for a merely ticketable offense? None. Uhhhh eeerrrr he could've killed somebody! So try to kill him instead? No. Never.

My question is if the ATV rider was driving a vehicle at that rate of speed, would the officer have handled the situation the same way?

Personal responsibility has to come into play here. That is a closed road for bicycles and pedestrian traffic only. The guy was there illegally and had to know it. If he couldn't stop in time given 80 or so yards to avoid hitting the cop car, there's a very good chance he'd have sent a baby carriage hurling over the rail into the ravine below.
I'm sure some will cheer if the cop faces penalties for this, but none of this would have happened if the idiot had gone to an ATV park or someplace else where he can only hurt himself.
