Nobody is perfect but the idea is to learn from the past mistakes to prevent them in the future.
Reagan agreed to an amnesty because the Dems agreed to fix immigration, which they immediately went back on because there is no mechanism to hold Congress to promises, especially by prior Congresses to be upheld by future ones.
