You can. Would be best to do it in time to dry on the leaf for an hour or so before the dew falls.

Dew isn’t going to be an issue as long as you apply the way you should be, which is oz of herbicide per acre, not oz per gallon of water in the sprayer. Glyphosate is water soluble, if anything a decent dew will make sure the plant is wetted already and give better coverage, which you usually count on a surfactant to do. Using a non-ionic surfactant will help no matter what, adding AMS will help even more, but neither are really make or break. In my experience glyphosate kills what it’s gonna kill, treat rate and adjuvants are just gonna make it work faster.
