Well, there will be less tax money coming in, that’s true.

But that’s also in return a chunk of population that won’t require tax money expenditures, correct?

It SHOULD balance out, if services/spending provided by the city-parish government to the newly formed St. George were in line with the amount of money they were contributing. However, that isn't the case, and is the reason that this incorporation has been fought tooth and nail. This is also the reason why the NAACP has their panties in a bunch, and is crying racism because the largely white population of St. George doesn't have to subsidize the largely black Baton Rouge proper as it has previously.

The LA Supreme Court stated that the newly formed city should run with a surplus of roughly $15M year 1, so you can reasonably say this area has been shortchanged by nearly 30% of their tax revenue contributed.
