That much is true. Topsoil isn't recommended. It will mostly wash away.
Straight sand or sand with a compost mix is best.
And no, river silt is definitely not compost.

River silt is a great consistency for leveling, but as we know, it is often full of weeds (torpedo) and the occasional beer can.
I don't know why Clegg's is so insistent on the stuff. Money, I guess.
