It doesn’t make sense that a parish would have to “turn over” or surrender its assets to a new city that formed after the assets were established. Seems like EBR could lease or sell the buildings to St. George similarly to how the Archdiocese and NOLA-PS leases and sells its buildings to charter schools.

Admittedly, I am no expert on these things. But St. George is a city within EBR Parish. The Parish is not losing anything; it is just giving control to the city of SG. The losers are EBRPSS, which both 1) refused to make any significant investments in the SG area for decades and 2) the buildings they have renovated and property "they" purchased in that area are now run by SG. I quote "they" because it was largely taxpayer money from the SG area of the parish.

For decades, EBRPSS has benefitted immensely from taxes from the unincorporated parts of EBR Parish. It has used that money to prop up failing schools in Baton Rouge and bus those who choose to attend public school all over the parish to help improve academic scores. This is the heart of the issue. Of course, it became so much more as time went on.

I get this but if EBR or EBRPSS built the schools for EBRPSS, it doesn’t seem like they would immediately transfer to SGPSS (once formed). But I’m not an expert either.
