I'd love to see this newly formed government run a city of almost 90,000 people with a budget of $48 million (that doesn't include the formation of an entire school system, a city government, or a city court, along with any legacy costs they're going to be responsible for paying).

No they didn't. Everyone, and I do mean literally everyone, in favor of StG voted that way in full knowledge that incorporation meant higher taxes to fund the new city. The difference being that those taxes will actually be used in the community as opposed to being wasted elsewhere.

Remember, BR refused to incorporate so they could skate on certain expenses and use the taxes toward dumb fricking waste projects with poor results.
