Aren't citizens of St. George also in East BR Parish? Isn't the school district a Parish function, not city function?

Normally, but there can be independent school districts in certain cases (Central, Baker, Zachary and oddly enough, the City of Monroe).

They are located in East Baton Rouge Parish, but the main impetus for forming a new city (at least initially, from what I recall) was that parents within the unincorporated area were not happy with the EBR school system and wanted their own school district in the unincorporated area.

The Zachary School District formed for this very reason. So did the Baker School District. I think (but I'm not sure) that Central operates in the same way.

If St. George is allowed to form its own school district, then it's going to be interesting to see what happens when the legacy costs that the EBR school system is currently paying are offloaded on the new St. George School district. It's one of the reasons why taxes are so high in Zachary.
