Yeah, I love the irony here.
White leaders from the burbs were starting to lose control of the city, so they consolidated the council in 1982.
Now that the black leaders in the city are running the show, the burbs want out.

Yeah, it probably has nothing to do with the absolute abysmal state of everything about the city-parish.
