I would say Biden gaining 15 million more votes than Obama is a statistical anomaly in itself. And this considering Obama got 100% of the black vote.

Only because of mail in voting. Same way Trump was able to garner more votes than any sitting President. Its not hard to understand that neither guy attains those numbers without The CARES Act.
