Impeachment and conviction under the Constitution is not a procedural requirement for prosecution under federal or state law. Impeachment is the Constitutional method by which Congress can remove a President, and no criminal or civil penalty is imposed against a President removed after a 2/3 vote in the Senate after a trial of impeachment.

The only two remedies associated with impeachment are removal from office and disqualification from seeking other federal office (again, reinforcing my prior post that Congress has lawmaking authority and not law enforcement authority). Removal from office is a Constitutional remedy (a check on the power of the presidency by another co-equal branch of government), not a civil or a criminal remedy.

That does not preclude the ability of the courts to try him for criminal offenses.
