If you are new to the game then you should buy a new beginner set (such as the callaway edge set at costco) or go with used. If you buy off facebook you can inspect before you buy. And unless you see something wrong with the club, there shouldn't be a problem. I have a set of irons from the 90's that I would still be able to go play a round with no issues.
If you look through facebook marketplace good you can find people selling entire bags of clubs for a few hundred bucks. To put it simply, it's the best bang for your buck possible if you research the clubs before buying.
Callaway preowned is a very good site. I have bought used items that came in with plastic wrap still on them.
Locally in the BR area, I highly recommend Schneiders Golf Mechanics on bluebonnet. The guy does golf club repairs and sells used sets. He is honest and knows what he is doing. He could get you in a used set at an affordable price. He also has golf simulators on site to try out the clubs and he gives lessons if you are interested in getting batter.
