Segments of our society do not care.

No amount of money, fancy school buildings, technology, etc., will improve things.

Stop taking the “carrot” approach.

It's a the home and community environment, as well as social media.

You take them away from those negative influences at an early enough age and raise them to be responsible, respectful human beings, you'd see a complete difference.
