OU and Texas don't officially join the SEC until July , so that rule shouldn't be in effect yet

The language covers that loophole. It's not, you can't transfer to an SEC school. It's you can't play SEC football the following season.

Well, you're wrong because they saw the potential of this favoring OU/Texas and made sure they couldn't exploit it. They have to sit out even if they're not officially part of SEC yet. Texas would've exploited that given the opportunity.
