Jubilee has not appeared in any of the Deadpool movies; I think you’re thinking of Yukio.
Jubilee showed up in 4 of the X-Men movies, with barely any screen time or dialogue.

Reynolds is a fan of the comic, the mishandling of Deadpool is what drove him to push so hard for the first movie in the first place. Colossus was pretty much an afterthought in the Sony movies, so they didn't do him justice. Reynolds wanted movie goes to see what they were really missing out on so he was able to get him for the first movie.
Juggernaut was another character utterly fricked over by the movie makers, so Reynolds brought him into the 2nd movie. Not only did we get a legit Colossus, but we got a truly awesome Juggernaut (voiced by RR) as well.
This is what happens when the person running the show cares enough about the characters to know who they are and portray them as such, instead of some bullshite where they just toss someone in almost in name only.
