Regulations vary depending on what river, what particular stretch of river, and what dates. That will determine what is legal to fish with. 4# mono is my go-to on all my trout gear, but that's in Georgia where they might not get as big. I've never had any break off 4# mono.
Go-to lures for trout are inline spinners of the Blue Fox and Panther Martin variety. Millions of color combinations. 1/16 oz or smaller, and you might need some split shot to get it down into deeper holes.

Black body yellow dots - Panther Martin
"Brown Trout Dressed" - Panther Martin
Treble hooks are banned in some trout waters, as I stated above, check the regs first before you go outfitting yourself with a bunch of illegal tackle.
