You generally don't see checkout intstructions when booking and normally not center until very soon before check in (if not after) and well beyond cancellation deadlines. I've never seen a request to return towels or linens but have had requests strip them. Now, more places than not that I have stayed in have requested to leave the linens but we normally throw towels in the tub or shower to get them out of our way.
