I think this is something people overlook about the McMahon hire. Arkansas, for being arguably a top 25 job, was reportedly turned down by multiple established coaches before Cal kind of fell into their lap. Most teams, unless they are one of the top programs you listed, are either hiring from the pool of midmajors or are lucking into a situation like Ole Miss with Beard. We can blame Scott for swinging and missing on McMahon, but I really don't think you can blame him for going to the midmajor level for the next coach
