If this is going to happen, it needs to be built on the grounds of the existing Champions garage, Lot 3/3A. This will allow for ASM to continue to run everything out of existing footprint. FiServ in Milwaukee is probably a comparable venue that should be looked at from cost standpoint. It costs $524m and was split between state and ownership committing over $274m of it. There will be a hotel tax.
The river site doesn’t make sense because DOTD would need at least 5-7 years to plan and update current infrastructure that is already bad for port traffic.
