As bad as the rest of it sounds. This is the scary part.

This guy is a predator. Following children around while masturbating is a child abduction, rape, and possibly murder just waiting to happen.

This guy would have gotten bolder and bolder, and needed to take it further as time went on.

Good thing they got him when they did.

It wouldn't surprise me if he already has several child victims. Possibly his own children.
