First up for me is Lorita Grahame, Criminally underrated because Colourbox was a MAJOR player in the early sampling/80s sound that ulitimately culminated with "Pump up the Volume" which is in the Top 25 Most 80s tracks in existence (even though she wasn't with the band by then).

Her soulful voice mixed with the crazy samples from old movies and other tracks of that era was the perfect kiss but overlooked due to the 'gimmick' of all the samples. The Moon is Blue, You Keep Me Hanging On and the amazing Arena are great in their ability to showcase her voice.

Colourbox - Arena

She perfectly exemplified the era and unfortunately never got the respect she deserved.

Here is some of the crazy shite Colourbox put out.

Just Give 'Em Whiskey

Looks Like We're Shy One Horse - ESCAPE FROM NY and ONCE UPON A TIME IN THE WEST SAMPLE HEAVY!

Fast Dump

Philip Glass

World Cup Theme

fricking Colourbox, man. A gem among 80s gems and if it wasn't for Pump Up the Volume they would be largely lost to the sands of time.

In the United States? Easily Elizabeth Fraser of the Cocteau Twins.

If you're not familiar with them, check them out. One of Robert Smith's favorite bands.

ETA: Thank you for the correction jmcc

Does Yaz and Alison Moyet count? They were huge in UK but not so much over here. Huge in my highschool too.

Could Teena Marie be considered "under the radar". Don't hear a lot of people mention her but, i enjoyed her music.

Although Not Too Soon was released in 91, Throwing Muses formed in 1983 by step sisters Tanya Donnelly and Kristen Hersh.

their work on the 3 This Mortal Coil albums is exemplary along with the legendary Kim Deal from the Breeders.

you and your sister (even though its no Chris Bell) is one my favorite songs ever by Kim.

I’m gonna say Til Tuesday/Aimee Mann

Besides Voices Carry

She’s an amazing underrated song writer and Bassist IMO

Her solo career was better

Magnolia: Music from the Motion Picture is the soundtrack album to the 1999 film Magnolia. It comprises several songs by Aimee Mann, plus tracks by Gabrielle, Supertramp and Jon Brion. The album received positive reviews and was certified gold in 2001. Mann's song " Save Me" was nominated for an Academy Award for Best Original Song.

One of my favorite songs along with Wise Up

Love her voice

Teena got much airplay, I wouldn’t consider her under the radar. I saw her with Maze in Knoxville back in the 80’s. My coworker and I were the only caucasians in attendance. That concert was lit.

Karyn White had a short R&B career in the late 80s/early 90s but threw out some big hits. LINK. Secret Rondevous

discovered this recent tune by her and it immediately became one of my all time favorites:

Suicide Is Murder

a simple concept beautifully written and performed

more in the vein of the OP, here’s one from CAD’s concert ticket collection - the late Christina Amphlett of Divinyls, whose biggest hit was 1990’s ode to self gratification “I Touch Myself”, but came to the attention of the MTV audience with this sublime track:

Boys In Town
