They were 15-18 stories above the water.
And I saw it reported that the water's current temp would cause lose of feeling in extremities within 5-10 mins and loss of consciousness within an hour.

49* water. Definitely very cold. It was 41* outside they said, so they all likely had cold weather gear, construction boots, etc.
A lot of things working against those guys.
