Blue eyes have evolved with a decrease in exposure of UV radiation as humans moved to northern latitudes. Why would the eyes and skin pigmentation evolve at different times independently of one another?

Someone explain the aborigines in Australia......very dark skinned, sometimes blue/green eyes and nearly blond hair.
