What's your solution, don't let your kids outside until they're 40? He was kidnapped by his karate instructor at a time when most kids were engaging in organized sports activities without parents around. Jody's parents did nothing wrong here, to the best of my knowledge. I don't know how you could call them inactive in his life with how little most of us actually know about their family [edit: life, on a day to day basis], but letting him engage in normal childhood activities of the era doesn't seem neglectful to me.
