WWII Question - Truk Lagoon

I'm re-reading Ian Toll's "The Conquering Tide", and I was confused as to why the Japanese didn't evacuate all ships from Truk Lagoon when they moved their heavy warships out. Toll said the Japanese intercepted radio traffic indicating an attack was imminent and had seen two recon flights by navy b-24's, so Koga thought they should move the heavy warships further West.
Why leave valuable freighters and two tankers (i believe it was 2) behind to be sunk at anchor?
