I think the idea is to make every effort to avert American deaths from terrorism, primarily here at home, but no less important in regards to Americans abroad as well. We’re specifically talking international jihadist terrorism in this context of course, nearly exclusively of the Islamic sort. It takes a bit of work over seas in certain parts of the world to lower the risks in the homeland. Now, that’s not to say that an overhaul of that policy may not be in order, but as a general matter is that a useless practice/policy?
