Adams is framing the actual dispute as with the bus companies. NYC is mandating what times and what locations the buses can drop off. That pretty much keeps it a local matter, not federal, and although his rhetoric is directed toward Abbott, from a legal standpoint, he's acting toward bus drivers operating in his city.

He can try this but the busses can game him.
They can just pull up into any transit authority facility outside NYC proper and provide these assholes with a bunch of subway tokens then say “Take the red line to Times Square at 42nd St.”
They may have laws on the books he can use against them but they can easily change their tactics to counter him and he can’t change laws fast enough to re-counter.

I'm not lawyer, but wouldn't it make more sense to sue Texas? Or better yet, sue the federal government for allowing uncontrolled immigration.

NYC cares naught for the laws of other lands.
Hence why Bloomberg et all would be regularly trying to sue Virginia and elsewhere claiming they were the reason that NYC had a gun problem.

You are overlooking the fact that these “migrants” choose where they want to go.
I think these are all Yankees Fans and want to be there on opening day. They tell Border Control which city they want a ride to.

How does this law jive with sanctuary city status? Wouldn't that be selective prosecution? Apply laws to businesses but not the actual individuals responsible?

I'm surprised Abbott hasn't been hit with kidnapping charges or some type of false imprisonment claims. Does he get waivers from these people to transport them? I thought they would lawfare Ron to death over the Martha's Vineyard stunt.
