The government of Iran would have no qualms about killing a few hundred of their own people if they thought that it would result in increased loyalist fervor and increased hatred for the countries enemies (as defined by the government). Making Soleimani an even greater martyr and increasing public hatred of their enemies plays greatly in the favor of the current rulers.

I believe that iran now has a viable Atom Bomb and they want/need a reason to use it.

Our long established MO is to go into other countries and fund some sketchy insurgent group to wage terror and chaos, be it the neo Nazis in Ukraine, the death squads in Latin America, the Shias in Iraq, the Islamists in Afghanistan, etc

Would Iran do it themselves attempting to incite? Yes, I believe they would but not towards Israel. Suicide/car bombs aren't their MO, and would be a stretch selling that to others. Maybe some Sunni group?

Sunni minority. It could have been financed and organized by SA or it could have been a homegrown plot. Look for a bloody purge, especially in Sunni-majority Baluchistan. Lots of public executions and fast.
