Yup that is the big problem. As soon as Brees retired and Sean left- this should have been the route- especially without a qb.

I agree, but that's different than saying "the Saints cannot tear it down this offseason".
You are right about that in that we can't completely tear it down. But, given that it's a multi-year process that doesn't get any easier as time goes on, there's no reason to not start.
I really think this should be viewed as a 4-5 year effort.
