Calif should just pass a new law saying that private businesses it determines to be critical cannot cease operations at any location without state approval.

That will be in line with the majority of laws in the state.

There are CVS pharmacies inside Target stores and SavOn pharmacies inside of Albertson's. This seems to be a pretty good model.

I’m sure a lot of candy is stolen when these now, or soon-to-be, shuttered pharmacies are ransacked.
