I'd say it's a mix of both. It's well written but it just reads like a history book. You don't get to the point where you really care about the characters all that much because they aren't around long enough for you to care about them. I only read it because I loved ASOIAF and I've read those numerous times, I have no desire to ever re-read Fire and Blood.

But I agree, House of the Dragon was really good.
