All of the Roman Empire was considered Rome from a territorial stand point.

Being born in Roman territory did not make one Roman though. Even after 212 (I think it was) when everyone living in Roman territory was granted citizenship, it did not make those not connected to Ancient Rome by blood “Roman”.

To be Roman, and especially Caesar, your parents had to be of the correct lineage.

It was all about lineage, not geography to me a Roman.

The BBC has been at this for years now. This is from a childrens show purportedly teaching what Roman Britain was like. We’re well into the rewriting of history phase of our pre- civilization collapse.

I've always thought that biologically speaking, there is no such thing as race, at least in an accurately defining sense. If two individuals can reproduce and produce fertile offspring, they are the same species. Any differences after that are matters of speculation. For instance, how is the term 'black' defined in the article linked in the OP? If I remember, there were and probably still are different definitions in our own history. Mostly to suit the purposes of the person doing the defining.
